Why? Because IE and WMP aren't separate independent apps. But it also includes things you may not consider like IE8 with all updates and Windows Media Player 11 with all updates. This includes things that are intuitive like the "Update for Root Certificates for Windows XP ". I recommend XP users install specific optional updates within Windows update. So, it working on my VM is not an indication that it would work in a vanilla XP install with IE6 that was never upgraded. It's important to keep in mind that installing IE7 and then downgrading to IE6 will NOT put the OS back to the state it was in before IE7 was installed. I can also confirm it is present on my Windows 7 box as well as my XP VM that I downgraded to IE6. A couple references online mentioned it being included with later IE versions. I think that file is supposed to be within system32 and is used for normalization of Unicode strings.
